The study starts with the creation of leadership and deals with individual, organizational and societal conditions for managers' value-based leadership in municipal and private elderly care. The purpose is to describe the managers' ethical values, dilemmas and organizational conditions for conducting and strengthening value-based leadership in the welfare area.
