The purpose is to describe the managers' ethical values, dilemmas and organizational conditions for conducting and strengthening value-based leadership in the welfare area. The project is based on the previous study carried out in the elderly area (The leadership mess I) and the project intends to make a reply to that study in other areas for comparisons of the leadership creation conditions in different areas.
